MS Excel, rounds any numbers over 15 digits

I have a user that is importing account numbers into excel. The problem is some account numbers are only 7 digits and some are 16 digits. The 7 digit account numbers are fine, it is the 16 digit account numbers are rounding off the 16th digit. I have tired 15 digits and they are fine. I have looked into the import file and it is fine. I have looked into format the cells. If anyone has an answer, please help.
