make outlook user settings move to any computer

Here's what I'm trying to do: I want to be able to have any user in my building able to log on to any computer as themselves and be able to open outlook (2003) and have all their setting (email accounts, contact list, calendar) move with them. How do I do this, and is it necessary to have roaming user profiles set up and/or an Exchange server? (we don't use Exchange currently)
 
You need the roaming profiles indeed.
But, it can get quite complex with Outlook.
If it involves just a handfull of users, I would have them use OWA instead.

We use IMAP for email, around 60-70 users
