How to fix a long shutdown or non-shutdown of Win98, expecially if the machine has been inactive for a long period of time?
 
The easiest way to find out if that is a software issue or a hardware issue is to boot up in safe mode. That will load a limited amount of drivers. Then see if it powers down right, if it does that means there is a program running that is preventing the computer from shutting down. Before you shutdown do a ctrl alt delete and see what programs are running. I do know I can get a hold of a patch they call the windows 98 shutdown patch and I have used it and it does work. Tell me if you want me to give you more info. on it.

Check windows update There is two patches for windows 98 shutdown problems.
 
Hold the shift key down before you click on <shut down> and continue holding it until Windows shuts down. This simple remedy works for me.
