LOCAL SECURITY SETTINGS CANNOT BE SAVED

I have a laptop(xp home)and a desktop (xp pro) and a router connected through a router.
Dlink 624 - both of them to through cable
I can access the shared folder of the laptop from the desktop but i can not access the shared folder of the desktop from the laptop
both of them are part of the same workgroup. From the laptop i have this message: "you might not have permission to use this network resource . Contact ..."
I open control panel/administrative tools/local security settings/user rights assignments/access this computer from the network and I added the laptop. When I tried to save I couldn't - I have got the message : "failed to save local policies database"

I am loged on as an administrator on my win xp pro

Can anyone tell me what to do?

you can not be more specific? how I can change the local policies?
 
Make sure there is no Firewall interference blocking access.

Try the basics here before going into Policies (which are more related to usernames rather than actual computer names in a Non-Domain setup).

Simple File Sharing- enabled

Simple File Sharing - disabled
