limit access to international operator

I would like to offer access to the international operator to a select few. I have added it to the ars tables (00)but I can't limit it to just a few people. Any suggestions would be welcome.

Class of Restriction and Class of Service.
Have you ever worked with those areas in your switch?

You are right about the class of restriction. I had to build new one with a new time of day. Than I had to build the "00" in the ars tables Next I had to add the info to the partition routing tables. Thanks for getting me on the right track.
