LD 30 keeps running in bkgd even when not in ovly / bkgd

Opt 11 R25.40b, Ld 30 is always running, (pressing enter before login gives OVL111 030 ALRM, after login gives OVL021 ALRM). Removed LD 30 from OVLY BKGD, still runs; did xsl of the switch, and it's still running. Problem is that LD 30 temporarily disables the sets while testing them, also flickers the key 0 of each set while is doing that. Changed all sets to CLS FLXA for a temporary fix.
Anyone has any ideas?

make a simple change in parm;s (bump a buffer up) then do an ini, the switch will reload your image and see the ld 30 change

ovly prints in 22 change in 17, that will determine what happens in bgd. if you changed anything there it may not be loaded without an ini. i've made changes that took on the fly, and almost the same change in a different 81, seems to be ignored until after the ini..

Well, I was just complying with acewarlock for the CNF (?) printout. I'm pretty familiar with the changes in OVLY.
When you say INI, is there any difference between an XSL and a physical power down / power up ?
By the way, I still haven't had a chance to XSL after changes in PARMS.
