IP Sets on CS 1000 will not Aquire

I have a situation at a customer site where they have approx 200 agents, they have CC7 and I have three tn's that will not Aquire. I have dacr in load 48 outed the TN, disabled and re-enabled. Any info would be greatly appreciated.

Are you getting any errors? Have you tried to rebuild on a different TN? What release is the switch?

 
Not getting any errors on the switch side, they are 1140 IP sets so we used the same TN and have approx 22 licenses remaining.On the phonesets and voiceports page it has error instesd of agent.

Can you try to build one of the 1140 on a new TN and aquire it in the AACC7?
