I have two questions on this one.

First - I am a customer, and I am looking at possibly doing these upgrades myself. Would anyone recommend we try to do this without engaging PS? If it is possible, is there step-by-step documentation you could recommend.

Second - We have several IP500 V2 systems and we are going to repurposed them, so my question is, are the licenses portable? Can I take licenses from one system and apply them to another?

2) Nope, not without losing the card you moved the licences off as it has to be returned to Avaya :)

 
1) Why do you want to upgrade? Licensing has changed, especially with R6 and up. You need to purchase the correct licenses based on what You are trying to accomplish. Indeed You would be better off not attempting this yourself.
2) Silences are on the SD card, except for virtual license(s) which it tied to the 500v2.
 
The nominal process is simple. However, the reality can become very very complex as the way some features work and are licensed will change (that being without even knowing what level you are currently on).

As to licenses, that are locked to the System SD card to which they were originally issued. You can port them to another card - but that requires you to return the original card to Avaya and its only for all the licenses.

Stuck in a never ending cycle of file copying.
 
It doesn’t sound like anyone is recommending trying this ourselves, just too many complexity that could be encountered.

I am upgrading from 8.x to 9.x
 
If you do this yourself you have one of 2 possible outcomes, either it will go without a hitch & you will save the money your maintainer would charge to perform the upgrade or things could go horribly wrong & leave you with an inoperative system until your maintainer can arrive to put thing right.

1) How much will it cost you to get your maintainer to upgrade the system.
2) How much will it cost you to have your system recovered by you maintainer if it goes horribly wrong.
3) How much will the downtime cost you in lost business whilst waiting for your maintainer to attend if it goes horribly wrong

Is the saving of (1) worth the possible cost of (2) & (3)?

A Maintenance contract is essential, not a Luxury.
Do things on the cheap & it will cost you dear
