IP office SCN getting unobtainable

We are trying to setup dialing between two IP offices over VPN using Cisco RV120W VPM/firewalls. The VPN is up, we see the IP Office SCN up on both sides but we cannot dial across. We keep getting unobtainable. I see the call hit the other system for a brief second in system status but it never goes through. We have checked all settings on the firewall, no ports being blocked, etc.

Any ideas?
 
Make sure that there are no h.323 fixups in the Cisco left.

Interrupt the silence only if you improve it by saying something, otherwise be quiet and everybody will be grateful.
 
We have looked for anything related to h323 in the firewall but we don't see any h323 settings. We have used these firewalls before with no issue. I know the config in the ip office is correct as well.
 
One of these ports may be blocked:

1718, 1719, 1720, 50790 - 50804, H.323 ports ( don't know the numbers but it is a huge range )

OR

there is a content firewall blocking traffic.

Use monitor and wireshark on both sites simultaneous to see which traffic is dropped.
