You are mixing stuff up.
The server edition can handle 1500 users on one server.
You can connect 30 IP500v2 expansion systems.
These IP500v2 systems can handle 384 extensions which can be digital or analog with expansion modules.
So technically yes this is possible but i would go for IP phones to be honest.
Why? less hardware as IP Phones can be connected to the server and can do resiliency.

You will need the server, IP500v2's, modules etc
Then you will need licensing like the server edition licenses (on the primary server)
But if this is too complicated then get somebody from Avaya over to help you as i think you are working at an Avaya business partner.
