We have an Avaya IP Office 500 system. We have three VOIP lines from our cable internet provider Suddenlink. Several times a day our calls sound like a cell phone call cutting in and out and then the call drops. We've patched these lines directly to a phone and the problem goes away. Our Installer has been out several times and can't seem to resolve the issue. They've even went as far as replacing the entire phone system. Is there some setting in the phone system that could be causing this? Thanks for any suggestions.

Do you have digital or IP Phones? What is the model number?

Also, are the Voip Lines imulating POTS lines? Meaning, are they plugged into an ATM 4 or a Combo Card?

The phones are Avaya IP Office 1408 digital phones.

Yes they are plugged into an ATM4 card.

I'm not sure out installer set everything up. Can I look in the Manager somewhere to find out?

From the cable internet provider, is this one of the cable modems that has POT line ports on it? I had a customer that had similar issues, once the cable modem was replaced the problem went away.

This device has only been in service for a few months. I believe it is an Arris E-MTA device.

It's an incompatible/quality issue rather than an age related issue. It has been posted here several times same as yours where an analog handset works but you have quality issues on the system, seems some of those devices do not emulate an analog trunk line very well. A plain old telephone is an extremely simple device and will operate across a wide range of voltages with little reaction to fluctuations. The system on the other hand needs the lines to operate within specific parameters for correct operation. A bit like when the lights in your house may just flIcker when you get a power fluctuation but your pc, tv etc can go off completely, a poor example but you get the drift :)

I would request a new one from the cable company, my customer had a similar issue, and it was in only for a few months too and it looked very much like the arris models. I imagine the cable internet company supplied the arris device right?

If your daring, you can also check the Impedance Match on the IP500. In Manager you can do an Automatic Balance Impedance Match. Open a config, select lines, find your analog trunks, select the analogue options tabs and you'll see the option to start it. Do this when no one is using the phones. Or ask your installer if he did this already.
