IO SUBSYS!!!

I am running Windows 98 and have run into a problem.
I will try and be as detailed as possible. As soon as the 98 splash screen appears, it disappears and Scandisk starts.The first message:
"scandisk detected an invalid long filename entry on this drive but was unable to fix it. to fix this problem run scandisk for windows. Then I get a second message:
"Scan disk is searching drive c for crosslinked files".This is where it my pc locks up. When I try to start in safe mode, this message appears:
While initializing device IOS:Error: an i\o subsystem driver failed to load. Either a file in the .\iosubsys directory is corrupt,or the system is low on memory.Is there anyone that can help me with this problem.I have no idea about any of it.

If you have am Emergency Boot Disk you could boot from it and sys c:. This should rewrite the system files. Ed Fair

I think that I'd also run SCANDISK from DOS to check for cross-linked files. They can make a PC appear to be low on resources and cause havoc generally.

I tried sys c: and files were transferred. Still have the same error message about iosubsys is corrupt.
The 2 error messages i get from scandisk are from when i scan in DOS. Please explain the sys c. maybe i did this step incorrectly.
 
Sys c: transfers the OS files over. You reallycan't mess the transfer up. But if you have cross-linked files or a bad spot on the hard drive I suppose it could get corrupted.
Next step is to use the boot disk again, then change the attributes on the io file and delete it, then sys it again. Should copy it over correctly. Then the next step if it still fails is to rename the one on the hard drive to something else and sys it again. This would put it at another place on the drive. Ed Fair

I have no idea how to change attributes. I tried this command, ren iosub.sys iosubsysold and it says that this file is missing. Is there any way to extract this file from my win 98 cd. If so,how ? If not, any other suggestions.
I am really at a loss here.
