My universities core switch Cat6509 interface is up and line protocol is down. What could be the solution?

what kind of link is it?
could be simple like wrong encapsulation...

have you verified the configs of both ends of the link?

no wrong encapsulation, the link is simple fiber link. It is not PPP or something like that.

Has it work in the past or is this a new implementation? I find if you have no shutdown cmd it is up down even with cable out, so it could be interface or cable at fault.

It is a new implementation but it was working for sometimes. I think I have got the problem. It was stack at rummon because of trying to load corrupted image. The solution is to follow the Xmodem procedure.
