Early Versions of Windows 95 may fail to load DSA 1.8 and later.
The reason it is failing is because early versions of Win 95 do not have ws2_32.dll. Changes were made to DSA to reduce the delay in resolving ip addresses on C-Lan boards last October. Certain functions that are contained in that dll were used. Windows’ documents these functions as being Windows 95 compatible, but apparently they do not exist on very early versions of Windows 95.
