HLOC will not work

I am having trouble getting the HLOC to work. The only way I can dial this site is with the LSC. If I remove the LSC the call is rejected. Here is my programming. Thanks in advance.

See what happens when you change the call type in the DMI to CDP...I am curious to see why you are using AC2 LOC along with CDP aswell??

I just use cdp for testing a few numbers, The eu uses the location codes. I tried changing DMI 8 to cdp to know avail. I need to remove the location code of 44 and just have it as a HLOC. Any more suggestions. Thanks
