IN THE INNOVATIONS VMS, WHAT TYPE IF DISCONNECT SIGNAL IS BEING USED (ASSIGNED).
Try this test, call voicemail then blow into the handset for several seconds, if voicemail disconnects it is likely setup for dial tone disconnect, many systems use the dialogic voice cards (Now Eicon). If the card was not trained to the PBX dial tone, it will interpret any constant sound presence to be dial tone and drop the call.
Voicemail drop off is one of two things, "talk off" which a voice frequency mimics DTMF and background noise.
Unfortunately Tiger does not reveal much about their product on their web site (All marketing...)
The F9600 uses standard SMDI protocol
