FTP brute force attacks...

the FTP service is not locking accounts when used as a means for a brute force attack. Does anyone know how to corrct this?
 
In account policies is user manager you should be able to set number of unsuccessful attempts before lockout. This will effect all local accounts on the box and not just FTP.
