external Conference is not working in Openscape 4000 V7

Dear Team,
I have resolve teh issue of external 3 party conference issue.
Internal conference is working ,but if I dial external number it end with not possible.
What would be the cause and guide me to resolve if any one have idea.
It was working before 3 months and after that it is not working.
Re started the system also.
