ESA 911 Programming help

Working on an issue with dialing 911. I am getting re-order after I dial “9911”. Here is what is currently setup:

Any ideas why the call is not going out?
 
Have you looked at the trunks in Route 35 to see if they are working? I can honestly say I have never seen an ESA Data Block as confusing as yours. Why all the entries?
 
I inherit this configuration and I am now trying to make it work...I may have to out and rebuild but I need to understand before I do proceed.
 
So all 10 sites come to this site for 911 purposes? They don't have their own local trunking for 911 calls?

Man, I have no idea why your ESA Data Block looks like that. Why all the entries. I don't get it. It almost looks like to me someone had no idea what they were doing when they programmed it.
