Maybe you can check some book distributers. I never saw it with the Avaya/Lucent logo, just AT&T. It's ISBN 0-13-335407-5. Basic Traffic Analysis, Roberta R. Martine, 1994 AT&T published by Prentice-Hall. It also came with a diskette with some basic erlang/CCS calculation tools. -CL
You need to register with web tutorials first. The resource looks pretty good and is generic to telecom traffic engineering.
The tools specific to Avaya are not available outside Avaya (at least I highly doubt they are). For the most part, any vendor will follow closely to industry standards with respect to traffic engineering. There are some vendor nuances with respect to traffic engineering VoIP shared resources, media gateway (Avaya's Prowler card) and media gateway controller (Avaya's C-LAN), but if you're to this level of detail, Avaya will (should) provide the calculations for you.
