DLL Error

-Uninstalled 1.8
-Installed XPs FR2 SP2
-Added to existing XPs Farm
The CMC see's everything but I can't publish any apps.
I am also getting the following App-Pop Up Message:
The procedure entry point RegQueryEnabler cound not be located in the dynamic link library REGCTX.dll.

Any ideas?
Plus, since I added a server to the farm, do I still have to enter any licenses?
