Configuring 2 PRI's on IP Office

I just added a second PRI card to a customers IP Office. The PRI is turned up and ready to go, however, when we try to test, it's not working. We try to unplug the main PRI to see if we get dial tone from the second, and it's saying not in service. If we flop the two PRI's, the one in the first card works fine. Is there something in particular that needs to be configured to get both PRI's to work?
 
Did you put the channels in service? Are they in the same groups as the first PRI? (Do you WANT them in the same group, or are you using 2 ARS tables?) Do your settings match the telco?
 
All channels are in service, and they are in the same group.
 
What type of IP Office? IP406, IP412, IP500v1, IP500v2 or SE?
What software version?
What type of PRI?
Howmany PRI channel licenses?
What do you see in monitor>ISDN filter all selected?
Start monitor with all cables unplugged and attach the cable of PRI 1, then PRI 1.
Make a call and assure it goes through PRI 1
Disconnect PRI 1 and make another call, look at the differences between this call and the previous
Swap PRI 1 and PRI 2 and try again, does it work? yes > PRI network OK, check IP Office configuration
no > PRI network NOT OK, contact provider
