Conference not working on Communicator 1

I am running IPO 10.1.2 SE. Communicator is working, presence is working, just not conferencing. It shows "Participant list is not available" What am I missing? In settings and in conference I have the IP of the IPO.

Which one-X Communicator is it? There are specific versions for IP Office.

Stuck in a never ending cycle of file copying.

in conference you have to set the shortcode to access meet-me, not the IP Address.

Default shortcode is *66*XXX# where XXX is the user extension.
