Most modern motherboards (AT & ATX) have a battery which keeps the CMOS settings and clock when the power is off. If the loss of time occurs while the pc is off, it's almost always because this battery has gone bad.
In your case, you have a new pc and the loss of time occurs while the pc is on. So, now it sounds like a software conflict/problem. You might want to use msconfig from the RUN menu to minimize the amount of apps that load when Windows starts. Other than that, I haven't a clue as to what else you can try...
