Are there any options for the CICS system other than a star configuration?

Well, a star topology refers to where cable has been run from. A Norstar, just like any other digital phone system requires 1 pair from the phone jack to the phone system.
Star topology just means that all your phone cables run directly to the phone system. That's not really necessary. In larger sites, horizontal cabling is used to feed to local IDF's (cabling closets). From there, the IDF (usually a 25pr. cable or larger, depending on the number of extensions it'll feed) connects pairs to the local phone cable runs.
If you're asking whether you can run 1 pair through your office, and tap into it wherever you need a digital phone, the answer is no. 1 pair - 1 phone.

That's what I thought, I have just been reading about the BRI and PRI loops for the system and wasn't sure what they were, if they were some way to do that. I guess not, thanks for the input

BRI and PRI are types of circuits that are provided by the phone company for your inbound/outbound phone calls, however if you have multiple sites, PRI is a common method of connecting the phone systems together.

you can set up BRI phones (S interface) from a BRI-ST Card. This is out of the book and I have NEVER seen anyone use this style of phone at all, but from the book a S interface (4 wire) can have 7 terminals on it with 4 S interfaces on a ST Card. If you are looking for more look at the "Welcome to ISDN" portion of the installers guide.
I have a pretty good suspicion that the cost of the S inteface phones and the BRI-ST cards would override the cost of cabling.
a side note on this style of wiring: I worked with the TELRAD phone system where they ran two extensions on each 4 wire station buss I guess the concept was to daisy chain a couple of locations together but you can't wire that since people would move around offices so all the desks were home run with double cross connects for each buss. Problem was when one phone had a problem they both would have problems, and the solutions for lockups on phones was to reset both phones. (Where was that other phone? other side of the building of course)

Is a BRI-ST and a BRI-ISDN Card the same thing? But to use this S Interface I cannot use my regular M-series phones? I have just been trying to find a way around having to rewire my office but its starting to look like that is what I am going to have to do. Thanks for the help guys

there are different interfaces for BRI the S, T, U-LT and U-NT. different cards for different interfaces. look at the welcome to ISDN portion of the installers guide for specifics. no they are not m series phones and I don't know costing. re-wiring will probably be more cost effective in almost all cases.
