CICS flashing power indicator

New client reporting down CICS. I noticed that the t7316e red light are barely flickering and the CICS KSU green power indicator is flickering as well.

I opened up the cabinet and there are not signs of scorched components.

Could this be a bad power supply. The equipment was poorly installed and wired ( no surprise )
