Changing Desktop Icon Font Colour

How do i change my desktop icon font colour?

I have a picture which has a white background and can't see my icons writing.

I've tried changing the actual background to plane white which does change the text to black but when i put my pic on a again as the background it changes the text to white.

 
You didn't mention what O/S you are running.
Here are instructions for Windows 2000 Workstation, other Microsoft O/S's should be similar enough that you can figure it out from here.
Right-click on a blank area of your desktop
Click Properties
Click the APPEARANCE tab
Click WINDOW TEXT in ACTIVE WINDOW
Click the button to right of the COLOR options box and select your desired color from the drop-down options.
 
Sorry I forgot to mention I'm using Windows XP Pro. The appearance tab is there but not the windows text option.

If I recall correctly, you have to first select a scheme.
In a default setting, you don't get the same options.
