cant recieve calls, going to voicemail

one of our users can make outgoing calls but cannot receive phone calls, all calls go to voicemail. we have cm ver 4 on s8720 switch.
how do i diagnose what is the problem and resolve it?

Do a status station 1234 (whatever the number is) see if Send calls is active of the phone is forwarded. Also check the coverage path and make sure it is not avtive all calls.

If SAC is active walk over and puh the Send ALL Calls Button.

Thnks..I checked SAC is not activated and not a isiue with coverage..

rx/tx value is increasing which is good.

But when i do list trace i see this
