Cant call Dubia or Peru cell phones from 81c but can from POTS

We have an issue with or Option 81c where we are unable to call any cell phones in Dubai or Peru they have 16 digits.

we can call land lines in those two places but if we need to call a cell phone we have to use a POTS line or a cell phone.

Any advice? My vendor is suggesting we build a route which points to a POTS line to prove that it isnt the PBX but rather the CO.

thoughts?

 
Have you got access to the phone system?

If so can you go to

keep pressing return and your system should print out your area codes and associated routing info. If you can put this info on the site this will help to identify the problem.

Ok I made sure my TGAR was 0 and not 1. I tried both ACOD 105 and 106 and both wouldnt even let me finish dialing the numbers before starting to ring something or somewhere else...
 
I'm in LD 57 and did PRT, FFC, 0 and then at CODE I dont know what to put...
 
How about if you dial a number that you could dial before like (Quote: we can call land lines in those two places )
using the ACOD's 105 and 106, do they go though?

The other ons that the ringing before you finish dialing, did you wait to see who answered or if you get a recording?
