How do you turn on and off recording of extensions on the fly (for sales manager)?

1. Does not want to do % based recording.
2. Does want to use Contact Store.
3. Non IT person so should not have Manager for programming.
 
If you have DS sets you can program a "Call Record" button which you can toggle to start/stop recording.
 
This may work for you.

Create a user called BigB, Big Brother, user# XXXX

For user to be recorded, in voice recording set the manual recording mailbox to XXXX BigB from the drop down menu.

The Sales manager can press short code *54*XXXX#

The call will be recorded to the BigB mailbox.

The Sales managers EM can be set as the VM to EM address, and set BigB vm option on, and copy for VM to EM.

Should do the job.
