I believe I know the answer abut could not find a post to support it. Can a user who forwards their calls to another user get vm coverage? I don't believe they can. Am I correct??
 
Use call cover instead of call forward. Feature 20, originating extension, covering extension. The call will ring at the originating extension first, ring at the covering extension, then cover to the original extension's voicemail. Set the number of rings at the original extension with #322
