-c tells SQL Server to not run as a service.
-s instancename uses an alternate registry key name (I've got no idea what that actually means).
I believe that to start SQL Server on Windows 98 you need to put sqlservr -c into the startup group since Windows 98 doesn't have services like Windows 2000/XP.
