Analog Restricted Phone

Hey guys, I got a phone that I want to only be able to only make phone calls to a few numbers, is there a way to restrict all numbers except a few? There are going to be speed dials on the phone as well, but these few numbers I do not want to be speed dials

Set outgoing call bar on the telephony tab

Then program all allowed numbers (either in the user or system shortcodes) as Feature Dial Emergency

You can put outgoing call bar on, then enter the numbers you want to allow into that users shortcodes with the feature "Dial Eamergency".
