Analog Phone stuttered ringing

I have 1 extension where the phone stops ringing at the 2nd ring for a pause and then starts ringing a few seconds later with the 3rd and 4th before it goes to voice mail. only seems to happen on external calls and rings normally for internal calls.. I was thinking it could be wiring but since an internal call rings normally that doesnt make sense.. all analog phones are configured the same, and this is only 1 with the problem. It is also the Boss's extension, so this is a problem. any ideas or has anybody else experienced this problem? it doesn't make sense to only be happening on 1 extension..
 
I searched the Forums but couldn't seem to find any threads talking about this, so if it has already been mentioned and solution posted I am sorry.
 
Try swapping ports with a working one. Could be simply a faulty port

Tried switching the port with the 1 connected to my phone.. Possibly it was a defective port, because now mine has picked up the stuttered dialing... hers is sporadic now.. Tried it 1 time and it rang close to normal and another try it didn't.. seems weird that it only seems to happen on external calls and not internal calls. nobody else has this problem so I wouldn't think it would be a defective port on 1 of the incoming POTS lines.. The port mine was plugged into is on the main system too and hers was plugged into expansion so it doesnt seem like it could be a hardware issue that affected both.. unless it is on the main system somehow..

sometimes this solves problem with ports

Maybe also try changing the power supply for that unit.

How many other phones are plugged into that unit??

Try it with others unplugged.

Go to User, Telephony tab, Outside call sequence and set it for default ring.

Thanks for the Responses.. don't think it is a power issue.. as we are only using 1 digital set at the moment and rest are Analog phones, 8 in expansion unit and 2 in main unit. We also only have 3 incoming lines, so the max phones in use at a time is 3 unless people are conferencing with internal lines.. most of the times only 1 phone at a time is being used..
Outside call sequence and inside call sequence are set at default. I just upgraded to 3.2(55) and the problem still persists on this 1 phone after changing ports.. it's like first 2 rings seem to be normal but then it pauses and rings 1 more time and then direct to voice mail..

I did check on the voice mail computer and noticed it needed defragging, but I don't see how that could affect how a phone rings.. I could see how it could possibly affect the voice mail greeting or such but not phone ringing.
and it was just borderline fragmented at that..
 
Ok I think I narrowed the problem down.. apparently the caller id presentation is causing a problem or it is loosing it on the way to the extension. I brainstormed and decided hmm this only seems to be happening on external calls.. what is the difference? then it hit me.. Caller Id.. I changed the caller display on her extension from on to off.. now the phone only displays incoming call, but it rings 3 times on the extension without a delay before going to Voice Mail.. caller gets 4 calls before going to voice mail.. so this seems to be working.. and Phone Manager is running on the Boss's computer so that should at least give her who is calling right? unless anyone knows of a caller display setting other then off or on that might work.. I tried long caller id on the incoming line and it didn't seem to change anything..
 
how did you program the caller id on the user ?

I changed it on the extension for that phone under the analog tab and caller display...
