Add/Remove Programs will not start & we need to uninstall SurfControl

We try to access Add/Remove Programs, either through the COntrol Panel or through the command prompt (by running "control appwiz.cpl"), but it does not start - ever. We've rebooted the server plenty, still nothing. Did I read in one of these forums that IE needed to be reinstalled? Not sure... We have a version of SurfControl WebFilter that needs to be uninstalled before we can install the newest version, but that can't happen. Or, is there a way to uninstall it from the program listing that anyone knows of? It does not show an 'uninstaller.exe' file in there anywhere, but didn't know if such a tool existed...Thanks for any help you can offer...
 
search the 2000 pro forum, there were lot of posts on this subject in the past month.......
and a lot of possible answers, maybe something you havent tried there!!

Download and reinstall MDAC 2.8, it has worked for this before.
 
MS had an article in their KB that led us to unregistering and reregistering the MSHTML.DLL and APPWIZ.CPL files. The article number was Q323496, well I guess it is now #323496. It worked and we were able to uninstall without a problem. Thanks for the extra tips
 
I had the same problem in win2k3. the fix described in the MS KB article worked despite getting an error message when attempting to unregister mshtml.dll
