well, research show that gpl price is not $795 but $2795. and that makes difference, you see.

also considering that c363t-pwr, unlike ws-ce500-24pc, has l3 capabilities, stacking fabric, normal configuration options instead of some weird "cisco recommended preconfigured settings" AND its list price is $3395, i don't see any overwhelming advantage on cisco side. more of it, catalyst express' maximum powered port density is 24, and this gives us $2795/24 = $116.46 price per port. but c364t-pwr will cost $5495/48 = $114.48 per powered port. bump.
and how about deploying more than one switch? c360 supports
stacking, and catalyst express does not. stacking module list price is $395, you need one per switch... well, if you need to deploy 96 powered ports, you'll get two c364t-pwr with stacking modules: ($5495 + $395) * 2 = $11780, and in case of cisco catalyst express you'll need four ce500-24pc plus one ce500-12tc for backbone switching -- which makes $2795 * 4 + $1995 = $13175. bump again. more ports, more the difference. not for cisco advantage.
