4000 calling number convert

hipath4000 and hipath3800 are networked using CORNET. 3800 calls out to PSTN through 4000.The extension number for 3800 is 2000-2999.
I am setting knmat /numred try to block the extension sended to PSTN .but it only effect for one number . （cha-knmat：isdn，0，100，，200，，all，8260000，2000；how can block extension numbers leding with 2 send to PSTN？
