I am actually dual-booting Windows 7 RC and XP SP3 so
partition imaging would be a little cumbersome. I'll probably just schedule a daily system state backup with ERUNT and turn off System Restore in Windows 7.
Is it possible to redirect the folder System Volume Information, perhaps with a custom Group Policy Object or a System variable?
This would seem to be a solution to the issue Vista has with System Restore in a dual-boot.

Try going to Internet Options/Advanced tab and under Security make sure that the "Empty Temporary Internet Files folder when browser is closed" checkbox is empty.
It could be a heat problem.
Check if the cpu fan is running.
Check your cpu temp in the Bios.
Also check your throttle down temp in the Bios. I've run into machines where that was set to low and the computer constantly rebooted.
My first choice is to go into the respective programs options (or configuration or prefences) menu and disable "start with Windows" (or "show icon in taskbar",etc ) there.
If that is not an available option, then I go to the Msconfig/Startup tab and uncheck the respective boxes.

I had the same problem. It turned out that the Hardware Abstration Layer (HAL) was incorrect.
Look in Device Manager, expand the Computer branch. If your computer is identified as Standard PC this could be the problem. If your computer is ACPI compliant you can force the HAL during Windows...
Did you remember to untick "Remember each folder's view settings" before pressing the "Apply to all folders" button? After making the changes tick the "Remember each folder's view settings" box again.

You could also try ghosting your harddrive with a product such as Norton's Ghost assuming the harddrive will continue running long enough to ghost it.

Did you try pressing Enter when prompted for your accounts password? This should work on the account you logged into without a password before. Windows Update does not add passwords except for the asp.net account, which is added if you install the .net framework.
