Is it possible to redirect the folder System Volume Information, perhaps with a custom Group Policy Object or a System variable?
This would seem to be a solution to the issue Vista has with System Restore in a dual-boot.

No restore points are available when you use Windows Vista or Windows Server 2008 in a dual-boot configuration together with an earlier Windows operating system

I don't think moving System Restore folders is easy as the first thing either operating system does is to create such a folder on any freshly formatted blank hard drive or partition, or on any newly introduced hard drive or partition that does not have the folder on it.

move System Restore to other disk

I did see this comment which you may like to investigate,

"To move System Restore (you will loose present restore points) :
open elevated command prompt, and type :

vssadmin resize Shadowstorage /for=C: /on=D: /maxsize=10GB

This enables System restore on C drive, system restore files will be stored on D drive and at max 10GB space from D drive will be used. 10GB is enough for most cases".

My own solution is to turn off System Restore and to rely on Partition Imaging tools to provide a de facto System Restore.

linney Thanks for the reply.
I am actually dual-booting Windows 7 RC and XP SP3 so
partition imaging would be a little cumbersome. I'll probably just schedule a daily system state backup with ERUNT and turn off System Restore in Windows 7.
