I think I found the cause. If I restart the smc.exe process (Symantec Management Client for Symantec Endpoint Protection) I can get in. Now I just need to find how to work around it.

Just set up Web Interface on the local LAN without CSG. You should be able to browse to it once you've established your VPN connection.
You can also install CSG on top of Web Interface and open 443 inbound to that server. This solution would bypass the VPN. You don't 'need' a DMZ.
