When I look in the Incoming Call route I see destination "Attentant" beside the line number.
I then go to the short codes list and look for an entry called "Attendant" and I see:

I got it working. As soon as I changed the SCPL from 0 to 4, the SCPW prompt started showing up as an option when programming a TN, as well the VOLA and VOUA prompts in the CLS were both defaulted to "allow" on every TN.
