Well, what I ended up doing was assigning principal user for 806 (the line in question)to 133 (bell). 133 has no coverage assigned, so now 806 will ring forever, which is what they wanted. Good enough for me.

I have tried this. I had the attendant do this from the attendant console. "attd" was added to the global LWC receivers but when I had the attendant try to enter the LWC cancel FAC it did not work. The attendant does have a COS with console permissions.
