I have advised the user to remove the SP2 - Microsoft were no help in this.The way in which they tell you to remove it has not worked. We have decided to up grade to XP Pro to solve the problem. Can we just go ahead and install XP Pro on top and hope the problem will go away?

You are right you can't but this is a W XP Home on to a server - so I have assumed that it is a domain. Probably the wrong assumption
