This would definately be a router issue. Depending on the router, there are different ways around it.

You can assign multiple IPs to one NIC. In your TCP/IP properties, click on "Advance" and add your IPs. In your IIS settings, when you configure the new site, just assign it the correct IP. (Don't use "All Unassigned") We are running 5 sites with different IPs this way.
