ISDN ETSI from LUCENT Definity


I have a solution with a Switch from Marconi with a link E-1 ISDN ETSI, it is connected to the Definity. The equipment are not in communication, because the Definity send any bits, such as 030200000F0101C01803A98386 instead of 08..., 08.. is the standard of ETSI. Does anybody know what mean 03... is ?

Could you help me again ?
In the display on the POTS digital, they are receiving the following format : Call from 9202, for example. (9202 is extension line)
When the PBXs are connected back-to-back, the POTS receive JULIANO 9202, how can I change in the PBX to the POTS receive the name and number correctly?
It happens because I have a voice compression system in the middle, and the people from voice compression system told me the PBX is using a proprietary signalling and does not standard ISDN, so the voice compression system can not understand the bits from PBX.
