Based on the Tech bulletin 221 I can go direct to 11 the doc shows 8.1 65 or 9.

Is that OK? or are people upgrading to 9 instead?

was planning on loading upgrade licenses and running upgrade directly to 11...

As long as you are on higher than 8.1.65 you can go to 11. You can't load the upgrade licenses ahead of time as 8.1 has no knowledge of or ability to load PLDS licenses. You'll have to install the new licenses after the upgrade is complete.

If your upgrading an IP500 you can go to 11.0.4 direct form 8/1/65 or higher.
If your upgrading a server edition I would suggest from experiences we have run across and Avaya suggestions a step upgrade to 10 or 10.1 then to 11 would be a safer route to go.
