Reprogram Merlin Magix 1.0 to just use 12 channels vs 24 channels

We have an old Merlin Magix 1.0 phone system and we use 24 channel PRI. We want to change to use just 12 channels so we can save some money from our voice provider. I want to know how I can "busy out" the 12 channels.

Thanks
