We have an old Merlin Magix 1.0 phone system and we use 24 channel PRI. We want to change to use just 12 channels so we can save some money from our voice provider. I want to know how I can "busy out" the 12 channels.

Just take them out of the pool that they are currently assigned to

Check the FAQ section of this forum, there's several documents that outline setting up a new PRI, but should also guide you to the section that covers assigning channels to pools
