We are running BOE 4.2 on a Windows Server 2012 VM.
All of the reports (4000+) have been created in Crystal Reports as a stand alone app and then published to BOE. We need a lot more CR licenses for the people who are demanding the ability to create their own reports.
BOE 4.2 Launchpad, under My Applications, allows people to use the internal report designer (BOE Crystal Reports Enterprise 2013) and a Universe to create their own reports.

My question is how does using BOE Crystal Reports Enterprise 2013 affect the licenses issue? We have a large number of seats available for BOE, but do we also need a seat license for each person who uses BOE CR Enterprise?
Or can anyone who has access to BOE also use BOE CRE?

Can the folks who want access to Crystal use Webi to create their reports? If they will be using a universe, that would be an easier way to go and wouldn't require any additional licenses.

As for the Crystal for Enterprise licenses, I've hear a couple of different contradicting things, so it would probably be best if you contacted your SAP Sales Rep to see what you're licensed for.

If you have Crystal Reports client (developer), the same license is used for Crystal Reports for Enterprise. We now are on a new licensing structure where the named users have access to all the reporting tools. We had a Enterprise license before where we needed licenses for Crystal Reports and Webi.
