Not sure if this is the correct forus but here goes:

So the starting ip and ending ip are both near knoxville, tn.
I can understand going to south carolina abd atlanta. But hops 9&10 are in switzerland and maps to telia.net which is a European company. It is really sending the packet to switzerland and back and if so why?
This is really just curiousity and have seen other posting with a similiar traceroute.

Step 10 is in ATL which is Atlanta, Step 9 (CHA) may be Charleston SC so the names do not hint you are in Switzerland.
When I DO traceroute into Europe, (tracrt lavalys.com) I jump by 110 ms crossing the Atlantic by cable. Since it only takes you 30 ms, you did not travel over 2500 miles (5000 there and back at the speed of light)

The IP ranges, 213.248.93.209 and 80.91.245.206 do belong to Telia, which is a Swedish internet backbone. See these whois lookups:

I agree the ms seem too small for a packet to be going all the way to switzerland and back.
Seems weird, maybe charter has a direct connection to telia????
