What does this ERROR message mean?

Cause i = 0x81B4 - Service operation violated

I am dialing a specific number from a VOIP phone.... connected to a network with a voice gateway that's connected to a PBX. I dial 9 for my outside line...then dial the number "1-859-816-XXXX" ...as soon as I press the last digit I get a fast busy. The error is pulled out of the voice gateways debug. This ERROR seems to be coming back from the PBX. Any clues?
 
Found out that this error was a CAS restriction set on the PBX for the specific trunk line. You can look up the errors by looking a Q.931 call setup errors. Does ANYONE check these messages? <sigh>
